spacing tags without a custom header

In this entry last summer, I learned how to space down my tags, and it works great. But ... (you knew there was a 'but', right?!) ... In that post, the code for spacing the tags is combined in a CSS with a header image. If I only want to space down the tags and not have a header image, how would I go about it?
