comment, browse userpic issue

 When posting a comment, you can usually choose different icons by click the 'browse button', however the button seems to have disappeared from my layout. I have a paid account.

erhm no, if I click 'picture', it just takes me to the icon page where I can upload new icons. I mean like this:
