comment, browse userpic issue

 When posting a comment, you can usually choose different icons by click the 'browse button', however the button seems to have disappeared from my layout. I have a paid account.




The layout is from milou_veronica , called 'wide and georgia'. 
If someone could make it appear again, then I'll be really grateful! Its really frustrating browsing through text, when I used to browse with icons. :/ Help please?
