Have some incoherent rambling! I hope you can sort through this hahaha...

You may possibly want to look into figuring out background information of the Game, and think about Mr H's relationship with the Game, and his relationship with the Upper Plane. In regards to the Upper Plane, he's a little like Joshua; he's a part of the Upper Plane, but also separate from the other Angels.

Additionally, think about what Art means to him. Yes, he may be the Producer of Shibuya's Game, but he is possibly first and foremost an artist. Why does he do it? What does he hope to achieve with it? Is it something to influence the people of Shibuya? Or is it something to represent the people of Shibuya? Why does he choose art over... well, everything else? What does Art mean to him? If you're not an artist yourself, maybe try asking other artists what art is to them.

Note that Mr H's influences, when he chooses to intervene, are always small, seemingly unimportant influences. He... essentially adds catalysts to the mix. When things go wrong (or right) due to the people he influences, the attention, for the most part, shouldn't be on him; it should be on the people he influences. He's a pretty behind the scenes guy, as with Joshua, and he comes off as an ordinary joe. Just... one that has a certain kind of magnetism, and seems to know a little more about things than other characters. But they probably won't think too hard about Mr H; they'll have other, more important things to think about than this weird guy.

Of note that Mr H takes the 'neutral' route in regards to canon. Joshua (supposedly) wants to destroy Shibuya because it's too chaotic. Megumi wants to put Shibuya in a 'controlled' state. Mr H played both sides, leading to Shibuya becoming 'optimal'. I guess you could say Mr H is about the ultimate good for the people, regardless of friendships and rules, and he's not afraid of doing what he think is needed to keep people on that 'optimal' path.
