Brainstorming a New Game

I play in and run games on invisionfree boards, and I'm working on a new medieval fantasy game. I'm working on an overarching plot that'll wrap up in about, oh, two RL years, with the ingame schedule either in realtime or slower (IC day = OOC day, IC day = OOC week, or something), and I could really use any commentary I can get. My last game collapsed under its own weight, and I don't want to do that again.

The game will be set in one country only, a peninsula, centering around a huge bay. The country has four gods, and the gods are going to get irritated with each other and start using mortal pawns to snipe. The main characters will be: the gods, the royal family and the gods' four avatars (one avatar per god).

What I'm vague on is how to make a plotline - that is, keep my starting premise from derailing into 'ou, pretty pairings'. I do like my pretty pairings, but I want them as side notes, not the only thing going on. Do I set it in stone? How much flexibility should I allow? Would it be better to work out the plotline once I had players for the various positions, so they could add input?

(I do hope I've given enough info - I didn't want to infodump irrelevant details.)
