The Scout is one cocky son of a Spy lovin' bitch. He knows (or at least thinks) he's the best at what he does, and isn't afraid of telling everyone just how good he is, whether it be outright saying that he's "kind of a big deal" or casually dropping hints about how many spies he's killed. And he'll always make sure people know it's a lot. Thousands even. Don't be afraid of having him exaggerate his actual accomplishments to seem more impressive.
He is very skilled, though. Don't make him an outright failure. It's just that he expects everything to go well for him, and it does often enough for him to ever expect anything else. And that makes him extremely reckless. He outruns trains because he can, leading his opponents to their deaths and narrowly avoiding getting hit himself. He beats up on people three times his size and strength, just for the guys lunch.
And when he gets the sandwich, when he finally rests that sandwich out of the man who by all rights should have beaten him to a bloody pulp strained through the chain-link fence, he sits on the back of the man he just fell, eating away. Because, really, was there ever any doubt he'd come through in the end?
And then the flipside of that is that when things go wrong for him, it can be a huge shock and make him freeze up and panic if only a little. This is, uh, just speculation, but in the Meet the Spy video he tries to be a smart-ass to the Blue Spy (president of the fan) and when it turns around on him and he finds out that his mother is having an affair with Red Spy you can see the panic on his face, like he has no idea how to react so he just freezes up. And then he tries to swipe the pictures from the Heavy and Solider in a frantic panicky move.
Yeah I know Spy pretending to be Scout but IT STILL WORKS. The point is, he doesn't expect things to go wrong for him until they do, and he stops being able to improvise when he's not certain that everything will work out the way he wants it too.
The only other thing I can offer is that he's pretty bouncy. Not to the point of COMPLETE HYPERACTIVE SPAZ, but it's close. He makes big gestures when he talks, he jumped up onto the box to leap on the Heavy in his "Meet the" vid, he jumps up into a silly karate pose when the Solider shoots the spy's head off, he shouts "BONK!" when he hits people. He's just a pretty all-around energetic, sort of silly guy. Who kills people with a baseball bat.
