The response to the journal entry had not been overwhelming, but Jack was not discouraged. Well, all right, a little bit discouraged, but there were still many many issues that needed to be addressed, and with the amount of fuss this group kicked up, he didn't feel comfortable making decisions without any power other than the power of being the only one willing to take the job. The fact that he was probably the only one actually qualified did make it slightly easier.
Really, it was Ianto leaving that did it. If Jack could get this place running properly, he wouldn't be needed every day. He'd be able to go to Kingstown for two weeks if he wanted to without worrying about the entire city system crashing down in his absence. He wanted this place running properly so he could be selfish with his free time, and if no one wanted him to do it, or if no one agreed to back him up, then he wanted the peace of mind of knowing he'd made the effort before washing his hands of the place. If it tanked after that, he could say he'd tried. Quick fixes were not meant to be counted on long term - hence the name.
So Jack had called a meeting, prepared his list and his plan, alternate plan, and back-up "fine, you don't agree with me, so let's just keep this place from imploding in the next month" plan, and now he was waiting. He had chairs arranged in front of his desk. Only ten, but there were more against the walls and they could easily be pulled over if they were needed. He really hoped they would be.
