[ festivals are for partying, celebrating, and drinking. if you're old enough. which tezuka isn't.
either way, he's not the type to do any of the former in a conventional way. he's having fun, maybe, but it's by himself and away from the crowd. he's also not dressed up in anything, just because he never got around to it. as it stands, he looks very out of place, despite... being very regular. which was the problem.
he also doesn't look like he's going to move anytime soon, but he sees absolutely nothing wrong with that. ]
