A petition type of thing is where a mass campaign about something takes place. The internet has made this infinitely easier. I am on several groups whereby the group emails me and asks me to "sign a petition" aka email the high commissioner, the president, the king, the MEP, this, that and the other, in favour of or against a certain thing. Mmore often than not I do so as do several thousand or million others and that is what can sway policies. Greenpeace and animal welfare organisations and hugh-f-whittingstall amongst many others now use this tactic and it has been successful in many ways getting companies (for example) to change behaviour over for example such as tuna fishing, free-range egg use, protection of certain species.
A cynic would say it makes no difference but I would point out that the conservative government presently in power has done more u-turns in a short time than any other british govt. The forest fiasco for example was one of them and that was done by the tactics described above putting pressure on.
The rose revolution, the tulip revolution, the email revolution, the twitter revolution yes these are all possible in this day and age. Direct physical violent action may however be more satisfying (to anonymous persons) in some circumstances.
