I said it takes days, weeks, or months for Weather Phenomenon to occur such as a Storm or Hurricane. However, if you plan early enough, you can cause an event to happen. It's all about making Reservations.

I sometimes forget and take for granted how it's possible to affect weather. It's not magical. It's the Subconscious Minds of the Planet aware of when Hurricanes are going to strike working in conjunction with the Planet, which I said is alive and sentient.

ST. JOHN'S, Antigua (Aug. 1) -- Tropical Storm Chris formed early Tuesday and approached the eastern edge of the Caribbean as the third named storm of the 2006 Atlantic hurricane season.

The storm had top sustained winds near 40 mph, just above the threshold for a tropical storm, and forecasters said it could strengthen as it passes over the Leeward Islands and cuts across the U.S. and British Virgin Islands and the northern coast of Puerto Rico on Wednesday.

A tropical storm warning was posted for Antigua, Anguilla, St. Kitts and Nevis, Saba, St. Eustatius, St. Barthelemy and St. Martin. A tropical storm watch was issued for Puerto Rico and the U.S. and British Virgin Islands, according to the U.S. National Hurricane Center in Miami.

Skies were still clear and sunny Tuesday morning in the Leewards with the storm centered about 100 miles east of Antigua and moving west-northwest at near 10 mph.

In Antigua, people said they were aware of the storm but not worried.

"As far as I am concerned there seems to be nothing to worry about because the radio stations are still advertising the carnival dance," said Wendy Stowe, 35, as she headed out to go shopping in St. John's, the capital of the two-island nation of Antigua and Barbuda.

The Leeward Islands could receive up to 8 inches of rain and could see flash floods and mudslides, the hurricane center said.

An aircraft was expected to fly into the region Tuesday and get a better estimate on the storm. The storm was not expected to form into a hurricane though it could gather strength, forecasters said.

"We don't anticipate this system will explode and become a hurricane or anything like that," said Stacy Stewart, hurricane specialist. "This type of storm is not going to be a significant wind producer, but it will produce heavy rainfall because it is moving slow."

Long-range forecasts put the storm anywhere from south of Cuba to Florida by late in the weekend.

The first named storm of the 2006 season, Tropical Storm Alberto, swept over Florida in mid-June, then plowed northward along the coast past the Outer Banks. It was blamed for one drowning.

Last season was the worst in more than 150 years of records. A record number of tropical storms and hurricanes formed, including the devastating Katrina.
