It's not that pegging itself is automatically a dominant thing, of course! But in this case, their relative positions; that she's wearing some clothing while he's completely nude (and a pretty visual contrast it is, too); the way her hand wraps gently around his throat and her thumb presses against his cheek, like ownership; that the cock she's wearing is completely exposed while his is semi-hidden by his position; her confident, front-facing nudity vs him turned to the side; the way she's casually gripping his neck/jaw to move his head where she wants it, almost like she's displaying him; it's all really very beautiful.
