I don't use Photoshop or PSP. I work with Corel Photo-Paint. You can't upload new brushes to Photo-Paint, so this is also a tut how to use the jpg images instead of brushes.
All resources used for this icon were made by
inxsomniax.
We'll make this icon:

Crop and resize to 100x100.
Sharpen it - Edge level (%): 25; Threshold: 15
Duplicate it until you have 4 layers with the following blend mods:
Layer 1: normal
Layer 2: screen
Layer 3: screen
Layer 4: soft light
Desaturate Layer 4, Image -> Adjust --> Desaturate
Merge layers.
That's our base.
Now add the brushes.
I used these brushes by Thia. Remember I've used the jpg.files.
Add them like images and set them to multiply. Arrange them on your canvas until it looks like that:
Place the base on top of all your layers and set to screen:
Add texture. I'm not certain which texture I used in this icon but it has to be one of Thias Textures because I love them so much. Something like this one:
Set your texture layer to screen. And add the final touch with some more brushes on top of all your layers.
(Invert the jpg imagebrush and set to screen.)
And you're done.
