The answer to that is a big fat yes!!!
I waitress as part of my job at a B-n-B and there is nothing more disruptive than hearing someone's cellphone go off constantly in a small dining room. I've seen people answer their phone and leave a room to finish a conversation and that's perfectly fine. What's not fine, is answering an obnoxiously loud cellphone and proceeding to have a very loud one-sided conversation in the dining room. Honestly, no one cares.
I always thought it was counterproductive of people to come all the way to a b-n-b, only to spend all weekend staring at their blackberries/laptops, or whatever. Here's a thought, turn the freaking thing off and spend some time with your significant other.
Oh, and theaters. Nothing pisses me off more than seeing people talking/texting, or whatever during a movie. They could at least set their phone on vibrate or set the display setting to low instead of super bright.
