For those times Merry and Pippin needed to cling to each other, warding off the dark of pressing memories, they needn’t ever be alone, together at Crickhollow. Frodo, though, was half the Shire away, almost too much where once it had been more, with half the world between. If they can give Frodo what he needs - all he needs - then perhaps he needn’t ever leave them, leave Merry, and perhaps he needn’t say good-bye.
Knowing Frodo, he'd want to slip away without even that, and so Merry holds on more tightly, and hopes to be enough to fill Frodo up.
