The goblins are not evil... but they're definitely not good either. They are very amoral and to them, America hurt England so they were allowed to hurt America. Of course they have slightly simplistic minds (in the universe) and so they don't quite understand that the attack on America was so far past the region of okay or even retribution and as such don't quite understand why England is so angry. But they know England is angry with them and they know what he can do, so they are very scared of them.
I think America is more wary of all magical creatures because some, like the unicorns, won't have been involved at all. I think it scares America that he can't fight them, like with the nightmares because they aren't really tangible to him. I think it's the same as the ghosts.
I think that America would be more relaxed about fae from his land, because they are his, but anyone else's and he would try and avoid them at all costs.
I think that the fae from the USA would feel some kinship for America (after all I read this great fill which I got head!canon from about ghosts being attracted to America because he is also supernatural) and so when they found out that someone dared attack him on his land, they will not be happy. But they're not as friendly with him as England with his so it probably wouldn't be as extreme.

America has Tony and he's not a big fan of magic. I was going to write this as Tony getting revenge on the fae but I really don't like Tony so I couldn't write him in the least sympathetic.
The amulet does have protection spells on it that protect against most forms of magic but it's not foolproof, considering the nightmares got through.

They won't happen again because of that, not because the fae regret what they did, but can you see what England will do if he learns the fairies are still hurting America? It would not be pretty.
