I've experienced quite some hurricanes in the Indian Ocean (they're called cyclones there) when I used to fish there and I know from experience that a cat 1 storm isn't that dangerous when passing through "1st world structures" (I was in Reunion Island, a french island near Madagascar), but I understand that after Katrina US authorities have to enphasize the severity of the storms, just to be on the safe side.

Even here in Portugal every winter we have 2, 3 storms with winds of 100 km/h and apart from the heavy rain there's no significant damage, which is good, naturally.
