In a "casual dining" context, why not? I suppose though that I do tend to be aware if there are any children in the store, like I'm aware of children around when I'm smoking outside. But really: attention doesn't have to be drawn to it. Luckily, my movements are inherently graceful, and soup should be consumed in small sips no matter what utensil is used.
