Well, when Romana regerated she picked the face of Princess Astra.
Doctor Who television writer and script editor Eric Saward suggests in his 1985 novelisation of The Twin Dilemma (1984) that Time Lords can control the appearance of their next body if they trigger the regeneration voluntarily, but not if the regeneration is caused by death or injury. - Wikipedia.
But even if it would be possible, I also think it would be a very bad idea. Confusing for the kids, mostly, and also because the Master is still the Doctor's worst enemy.
I think it's just a silly rumour (or I hope it is), I don't think they'd ever take the gay agenda that far.
