GRR PIR lantern

I'm not having any luck at all getting a PIR lantern to work.  Tried it last night, nothing happening.
Today, I'm trying the test mode so I can see if it works in daylight - nothing.  Returned it to the store for a new one.
Installed, and...nothing,

I can't have gotten two duds in a row can I?
