Do you have more wool roving? Try wrapping the head under the fabric with it - just one layer. That may help... And maybe use some yarn as more hair?

The roving wouldn't stick to the head--too slippery. :/ I've added some layers of linen padding which I've pinned to the cover, which seems to be working for the moment, even if it's only a rough approximation of my own head.

I'd actually picked up the foam head to attempt to avoid a papier-mache project, as I'm pants at them. The event is on Saturday.

I haven't used styrofoam much (at all?), but would it be possible to glue/ducktape something on it to give it volume at the back of the head? Old shoulderpads etc?

Hm. If I had old shoulderpads that mightn't be a bad idea, but I tend to recycle those really quickly.

I don't know if you have a hobby lobby store near where you live, but in their styro-foam section they have both men's and womens' heads. The men's heads are bigger and a bit more expensive (about $9-10) the women's are small to me too - but they run about $4.99.

Use a 40% off coupon that they regularly post online and you can get the man's head for a song...
