I prefer Tortall. As a world, it's rather engrained in my memory. I love the balance between melee and sorcery, and it's just a very rich world with a mythos and characters that keeps building on a solid foundation.
I'll admit I'm a little biased since I never really managed to get into the Circle series, so I can't do a proper compare/contrast, but I remember thinking that there were things about Tortall I enjoyed that weren't really present in the other series. However, that could be my 6th grade self's total lack of patience for anything without a good battle scene.
