So there I was, out in the field that covers a gas pipeline between some houses that everyone pretty much considers public area and where dogs are routinely exercised.  I have leashes with me, we're picking up our dog's poop and we're not in anyone's private property having a good game of fetch.  A lady comes out of her house with her two daughters and troops over to me.  I say hello and she informs me that it is the law to have dogs on a leash and that I should immediately leash my dogs.  I inform her that it is my understanding that you are allowed to have your dog off the leash if they are actively under training and since we're playing fetch, I consider this dog obedience training.  She says that she doesn't believe this and that she is going to call the police.  I asked her why she would do that since we're not bothering anyone and there weren't any other people or dogs in the field until she came out and she informs me that it is because her backyard is right there (they weren't actually in said backyard until they came out to be busybodies) and that there are dog parks for that kind of thing.  Apparently she was so threatened by our dogs that she felt the need to bring her two year old and toddler out to help her confront us.
If this turns into a big shitstorm and she starts calling the police on everyone who routinely exercise their dogs in that field (including the county superintendent), I predict a HOA war.
