It may seem farfetched, but other possibilities are limited! By comparison to saying that it's aliens turning us into television entertainment and the white noise is from our city being transmitted on their airwaves, or that the sky doesn't really exist and the entire city is actually a hologram, it doesn't seem like an unreasonable suggestion!

The normal routine for a terrorist organisation would be to put the government or people in a bad situation, and then make demands on a pirated broadcasting system! If I were a terrorist, that's how I would do it.
