preamble:
the united nations declaration of human rights will serve as the basis of the New Congress of Free Citizens.
new rights will be added such as:
the right to communicate.
the right to protect the global enviroment as public property by any means nessecary.
the right to preventative healthcare.
the right for city states to maintain militias.
the legislature:
each city shall have one delegate which must be elected by popular vote.
their terms will be two years.
the legislature will have the power to establish resolutions by majority vote.
in order for a resolution to become transmunicipal law it must win a yes vote through simple majority in a mens publica
referendum conducted 3 months after the resolution is passed.
if 10 percent of the total population of free citizens sighns a petition it becomes a resolution and will become law subject to referendum.
the legislature may enforce human rights by use of the Congressional Militia IF THE CONSENT IS GRANTED BY A TWO THIRDS VOTE
IN THE HOUSE OF DELEGATES.
