It's good to see that such an important part of the city is being restructured, but, shouldn't those of Discedo have at least a council before there are laws and police? It seems like that sort of structure would be more important to establish first.

Such has been suggested on multiple occasions, however, efforts to do so have failed. Although we call ourselves a police force... in truth, we are more an "official" vigilante group. Albeit one that works with and in accordance to law.
