Yes. But punishments have - so far - only been handed down for harming other passengers. In the event of outside forces, there have been situations in which people were allowed access to their weaponry, encouraging defense.

Dealing with external threats is important, but there's also the ones here among us that we have to be wary of.

I am aware of those ones. Open opposition of them will do nothing but result in lives lost and punishments meted out accordingly. This boat presents us with an eternal stalemate. I agree that certain individuals require policing, but until there is a system in place, there is little we can do to manage them without losing people to the potential incapacitation of punishments.
