It's respect. That's all there is to it.
Lance is powerful, a Champion, commanding some of the mightiest Pokemon known to man. He's the strongest trainer in the Tohjoh area (disregarding those rumors about a recluse on the mountain Silver was named for). It's only natural that Silver should admire him and long to challenge him to prove his own strength. It's only natural that Silver's dreams should revolve around a battle between them, their Pokemon leaping and striking, each more powerful than had been thought possible (even for Lance).
It's just respect for a true master. That's all.
... Silver tries to tell himself that, anyway.
But his dreams always seem to end with Lance's true power being greater than he had thought possible.
With Silver's Pokemon and his ambitions dashed to the floor, too weak after all.
With the Dragon Master looming over him, gripping the front of his shirt, leaning far too close to Silver, whispering, "Now, I take my prize..."
With Lance's hands sliding down his body, down, down, down, forcing their way into those weak, sensitive places Silver would never willingly allow another's hands.
With Silver being taken like the prize he is, writhing and moaning and screaming in shameful pleasure in the hour of his defeat.
... If it were really respect and nothing else, wouldn't Silver's dreams be of his final victory over Lance, proving his strength once and for all, and not end with his hands down his pants at the thought of being himself conquered and violated?
