my friends has a similar problem - one of their bedrooms was the living room, and everyone used it as such even when she was trying to sleep. eventually they agreed to switch rooms with each other, so if that is possible, definitely pursue that.
other than that, the more between the sound and person, the less you hear. build build build! maybe noise canceling headphones could help?
I used to have a bedroom which had the function of the living room. Basically the way it should work is that it no longer functions as such a room... that's horrible that people would do that to your friend.
I have the ability to sleep through a lot of noise if I'm tired and such, so noise like that wouldn't bother me. Your boyfriend should have at least one roomate like that.
it seems like maybe the person/people who stay up should have the common room. in the situation I mentioned, my friend who had the living room worked the 6am-3pm shift, and the other two roommates worked the 4-midnight shifts, so eventually they were able to agree that she should have a private room.
See because I was in the living room the dining room became the living room basically... although because it was my best friend living with me, if I wasn't home I didn't care if she sat in my bed and watched tv.
Earplugs can help lots, if he can get used to wearing them.
So can quietly wiring the entertainment center through a power strip with a switch he can reach from the comfort of his own bed. Roommates get too loud, and flip, it's quiet ;-)
Also, don't forget that mixing multiple ideas (eg. shelving units + layered curtains + earplugs) can help more than any single idea on its own.
I had that problem before. I went to sleep with noise cancelling headphones on playing music. I stuck my cell phone under my pillow with the vibrate function on as my back-up alarm clock in case I couldn't hear the regular one. The vibrations woke me up every time.

earplugs work well.
try getting some foam (visit a craft store) and put it up on the wall to help.

My other thought was set a bedtime. Tell them that someone's either gotta trade with him or its mandatory lights out at _____.
If they break the bedtime storm out naked and screamin...banging pots and pans and flinging dirty underwear at them.
