RNG abuse and HGSS legendaries

I've been reading too much Smogon and trying to learn more about RNG abuse, etc. I had planned on soft-reseting to at least get the natures I wanted for a few legendaries (though they will most likely sit in my PC because I hardly ever use them ).

Suicune is stationary once you finally get to the point of battling it, like Ho-oh and Lugia, so you can soft-reset a bajillion times to get what you want. I'm ok with that.

With the roaming Raikou and Entei (and the Lati@s and whatever else) I'm curious to know:
1) Are their natures and IVs set from when you release them from the tower, or do they change each time you run into them? On that same note, if you've encountered them once and they're not shiny, can they ever be shiny?

2) When you find them in the wild and attack, do they retain the damage/status you've given them for the next encounter, or do they heal? (I can't for the life of me remember whether or not they did this in Gold/Silver, or if they changed it for the remake, or if I'm just talking out of my butt.) I've had the pleasure of bumping into Raikou no less than 3 times already (while being 15 levels too low to do anything about it) and Entei once without even trying to do so. :\ I obviously couldn't land anything on them before they ran, so I have no way of knowing.

3) I've also been told that if you faint any of the legendaries, they will re-set after beating the Elite Four. Is this only true after you beat the E4 the first time around? Or can you go back to the E4 and reset them over and over until you catch them?

I'm going to stop being such a huge nerd now and go to bed. Thanks for all the fellow extreme poke-geeks who can answer my questions.
