How to not catch a pokemon?

This may sound a bit odd, but what is the best way to avoid catching a pokemon on the pokewalker? Since there is no run away option, it is becoming a bit of a pain attempting to catch a fly/surf pikachu. Attacking til it runs away is probably the best option, but takes time. I had been just throwing pokeballs when it was at full health, but as luck would have it I seem to catch every one of those. Is there a better way?
