I was afraid of this

After Chicago's ban on foie gras, and New York's anti-trans fat movement, here comes Los Angeles with zoning restrictions on fast food:

Food Apartheid from Slate

I'd love to see healthier alternatives available, but educational outreach -- teaching people how to prepare healthier food in a way that saves time (that's crucial - many of the working poor work two jobs) and on a budget -- would be a far preferable solution. Autonomous adults are perfectly capable of ordering a salad at any of the fast food chains. Whether they choose to do so or not is their decision, but that decision is better influenced by real hands-on education than by a paternalistic zoning law. The community would be better served by people going into the neighborhoods and holding short cooking demonstrations of meals made with economically possible options.
