There is always an easy way out of any situation, Charles has found. He has no capacity right now to help the CIA against the small yacht in the ocean, but he can look for other ways to solve their current dilemma.
While he cannot focus on the yacht proper, Charles feels around the scene, looking for another way to get the boat to stop. Instead of finding another mind in a smaller boat, though, he finds another mind trying to lay low in the depths of the water.
That mind has only one purpose: to destroy the yacht and secondly, to kill the man on the yacht.
It is not Charles’ choice of how to handle Sebastian Shaw, but it might be a good start if the other telepath on board keeps Charles from doing what he wants, he might as well use another means.
It is only a subtle suggestion--one that already goes along with the other man’s plan--to help get the people on the yacht into the water. It does nicely, Charles thinks, as the anchor of the yacht starts to rise out of the water and attack the ship itself.
