PERMISSION - Mind Reading
As a Player in the Reaper's Game, Souji got a Player's Pin that allow him to read the surface thoughts of (almost) anyone. However, due to the sheer amount of people, he can only 'hear' the loudest and/or closest thoughts among the crowd within a certain distance from him.
