It will be the type of wet, heavy snow that can cause power outages and the winds will create blowing and drifting that will restrict visibility, the weather service said in a statement this afternoon. And then there's the flooding: the Ohio River is expected to rise and inundate the 10th Street Bypass again by Thursday evening. The forecast calls for a crest at 26 feet on Friday, one foot above flood stage and sufficient to submerge the Parkway East "bathtub" section in Downtown Pittsburgh in time for Friday morning's rush.
