Six inches or more of snow is possible during that time, along with wind gusts up to 25 mph, meteorologist Lee Hendricks said today. It will be the type of wet, heavy snow that can cause power outages and the winds will create blowing and drifting that will restrict visibility, the weather service said in a statement this afternoon. And then there's the flooding: the Ohio River is expected to rise and inundate the 10th Street Bypass again by Thursday evening. The forecast calls for a crest at 26 feet on Friday, one foot above flood stage and sufficient to submerge the Parkway East "bathtub" section in Downtown Pittsburgh in time for Friday morning's rush.
