I believe it is, but it doesn't have its tush tag. I can take close up comparison photos of it next to my one that's MWT if you'd like.

I had a question about Phanpy. I saw him on Ebay but I wanted to know if the marks could be washed off? It looks like it's marker so I'm not sure and wanted to ask you. >.>

It does appear to be marker. I'm really not sure if it can be washed off since I've never tried washing any of my plush =/
I wish I could give you a more definate answer.

Lugia is minky and in excellent condition, he just doesn't have his tush tag.
