Really friendly != Drunk
I've started doing this thing that seems weird, but makes perfect sense to me. If I run into someone I know and they seem too happy to see me, I go ahead and assume they're drunk.
In fact, the first question I usually ask is "Are you drunk?" Just to get it out of the way. So far, only one person has actually been drunk. Everybody else is just really friendly.
