the bush administration seems to have the same plan of attack with regards to iraqi sovereignty as i do with test-taking: even if you're still short about a hundred words on an essay question, you accept the fact that you have no more knowledge to put forward and you hand the exam in early. however, i still manage to get A minuses on said exams.
