Peter was still breaking in his new room and he was still pissed about the note he handwavily found there the other night. It was a note from Charlie Kawalsky bragging about how he had signed Peter up for a room change and he included the free prank card Peter had given him for his birthday.
He couldn't retaliate. That's why Peter was hanging from the ceiling, trying to get a start on studying before the semester began tomorrow. It gave him something to do instead of focusing on frustration.
