Just off the top of my head, and by no means complete or perfect, there are a few of my thoughts about how a law on firearms should be shaped.
1. If a person buys a firearm then each and every 12 months they have to present that firearm for inspection to the local authorities to identify it is the same weapon and has not been modified.
2. If that weapon has been "Lost" then that registered owner is then fined, with that fine having no limit depending on the type of firearm.
3. If that weapon has been modified then it should be retained and destroyed, with a fine nor exceeding $1500 per firearm. The license should also be withdrawn for a period no less than 3 years and all other weapons owned by that license holder should be retained and destroyed.
4. If a registered owner sells or passes on ownership of that firearm then notification must be entered into the national database BEFORE the change of ownership happens, and again AFTER the change of ownership by the new owner.
5. Any carrier being used for shipping have to sign for the weapon and the package must be traceable at all times by use of bar code track and trace. This tracking must be updated at least hourly when in transit, and EVERY time there is a change of person being the carrier.
6. Any firearm that becomes damaged should be destroyed by the local authority.
7. No semi automatic weapons may hold a clip larger than 12 rounds.
8. No automatic weapons can be owned.
9. To gain a license to own any firearm a minimum 4 week waiting period must be enforced, within that time period full background checks must be passed. No firearm can be sold without those checks being passed.
10. Gun stores can not sell directly from stock. Any firearm sold must be shipped to the license holders registered address by authorised carriers.
11. The sale of ammunition must also be entered into a national database and the weapon it is for must be entered.
12. No more than 10 times the ammunition capacity of that firearm can be owned at any one time. All spent shells / cartridges must be produced for replenishment.
13. It would be made illegal to produce modified home built ammunition. With unlimited fines or imprisonment.
14. No more than 2 hand guns will be permitted per person, or 3 per household.
15. No more than 4 firearms of any kind per household.
16. Any person found carrying an unregistered or unlicensed firearm will be punished by a mandatory minimum of 5 years in prison.
17. Any person carrying a firearm during the course of a crime will be subject to a mandatory minimum of 15 years in prison.
18. Any person DISCHARGING a firearm during a crime will be subject to a mandatory minimum of 25 years in prison.
19. Any person DISCHARGING a firearm in a public place will be subject to a mandatory minimum of 10 years in prison.
20. Any illegal firearm may be taken to a local authority for destruction with a "Reward" of no less than $2000 to be paid.
As I said, by no means complete or perfect, but I do believe that there are far too many weapons on the streets that should not be there, and the current system does not work in controlling who owns what.
