Remember, just sticking gears on stuff doesn't make it steampunk! :P Although in "my" steampunk world, I can say (to justify it) that it's sort of post-war, "country's fallen on hard times so we use whatever bits of things we can find to make our clothes and jewelery."
Chimney sweeps could be cute, especially for the little girls! Paint soot smudges on their faces, put their hair in mussed-up pigtails... I recommend watching Mary Poppins for research!
I think it was Threadbanger that had a tutorial for making goggles. Actually, they did a whole steampunk week, I'm sure you could check those videos out.

Yeah, I've got a couple of ideas; My current idea in my head is a basic sort of men'sdress vest, poofy blouse, and some carefully placed jewelry. I've asked on my Freecycle, and i'm hitting the flea market Saturday.

I like the boots! I have a little pair of lace-up ankle boots that I got for my job interviews. They're great for this sort of look! And that's a good price, too.
