My DS9 viewing has slowed considerably of late, but I did finally finish season 4.
Perhaps partly because I watched it more irregularly, but I didn't love s4 quite as much as I did s3. I still enjoyed it very much, but there were also a lot of episodes that felt like filler and set-up.
Part of the problem, I think, was the introduction of Worf to the gang. Now, I like Worf just fine, but unlike the majority of folks, I'm not coming to DS9 as a TNG fan. Not that I don't like TNG, but I haven't seen very much of it, and certainly not enough of it to come in with lots of already-established Worf love. And DS9, understandably enough, introduced Worf as an already-beloved character; instead of developing his character and showing me why I should care, they just started tossing out Worf episodes while making assumptions about the viewers' investment in the character. I'm sure in a good 80% of cases they were very safe assumptions to make, and it would no doubt have been irritating to the viewer who had been hanging out with Worf for seven (right?) seasons of TNG for DS9 to have treated him like a new character. So I don't fault them for doing it this way in the least, but it has hampered my enjoyment of the Worf episodes, and considering the number of them there were in this season, of season 4 generally.
The best plot thread of the season, hands down, was Kira and Dukat's various interactions. The fallout from the Cardassian occupation of Bajor remains the best thing about this show, though we're getting less of that as the threat of the Dominion looms. That's fine, of course, and I'm very interested in the Dominion and all that's going to come of that, but I hope it doesn't come at the expense of Bajoran politics. I don't suspect it will, though.
Meanwhile, Kira is pregnant with the O'Briens' baby (which is probably the most inventive way I've ever seen of writing in an actor's pregnancy), Odo is a human (!!! I was not spoiled for that! Though I do know he must get turned back at some point. And wow, the Changelings are powerful if they can turn him solid like that!), and the Klingon Empire has been infiltrated by the Dominion and is about to wage war on the Federation. Dum dum dum.....
