Your distinction between communication for emotional support etc. vs communication for information transfer seems artificial. "I am your friend in this new situation as well as in previous ones" is not important information to convey? Although admittedly it needs to be phrased more carefully and with better-planned nuance. Which does cast a light of insincerity on it, even if the information is accurate. Is that what you're talking about?

Or is it an issue of assuming that, if one performed a ritual yesterday, and nothing has happened to contradict it, the intent of the ritual should still hold?

I don't think I know what you're talking about and I'd be interested in finding out. Could you provide examples?

I think it may have to do with explicit vs. implicit meaning. "I am your friend in this new situation as well as in previous ones" is the sort of thing I would feel very comfortable saying ( ... )

Read some Confucius (e.g., Fingarette, Confucius: The Secular as Sacred). He was all about bringing humanity and sincerity to "ritualistic conversation" in formal situations.
