Unless they know children are being abused they can't really get involved. What he's trying to say is he's not going to break down the door on the compound until they know they're doing something wrong. I think he just presented that idea poorly.

Yeah. To me, it was like he was saying "We know they're doing something wrong but we're not going to get involved unless someone complains." Which set off my B.S. meter, because it's not like the adults living there are going to complain, and the onus shouldn't fall upon the children being raised in that environment to realize they're being abused.
