Well he didn't so much try to hurt Jackie as find a way to produce the expected companion and investigate Torchwood while leaving Rose free to rescue them. It may have put Jackie in harm's way, but it was a calculated gamble. It wasn't malicious. (People often seem to read the Ninth Doctor's actions as selfish, which as far as I can see they seldom if ever are.) One of the things I liked about the scene was just how quickly the Doctor got the measure of Torchwood and saw through the smiling facade.

As for Bad Wolf, I remain baffled as to why anyone regards it as an "arc" since it was the very epitome of "occasionally referenced". ;-) However I agree that the Time War was a very successful linking thread last year, which teased the audience gradually and was paid off in Dalek and the season finale. I do agree with you that we've had nothing comparable this year, with the Torchwood references much closer to the Bad Wolf end of the spectrum. The most comparable element has been the continual hints that Rose has a less than bright future with the Doctor, and may in fact be Doomed! Doomed I tell you! Doomed!

I'm pretty sure he pulled out Jackie by mistake: he reached in without looking, expecting to find Rose to be nearest the door, but instead he got Jackie.
You can tell there's a very short look of surprise/dismay on his face when he sees who he's got.
And of course, when he had pulled one out, he didn't want to betray to them he actually had two people in there, so he had to run with it.

Hmm. Yes, I could see that reading of the scene, but I'd have to watch it again. My feeling was that he reached in the door to deliberately hide Rose, but it could have been to deliberately hide Jackie.

(This is one of the few episodes this year that I actually want to watch again, so that should be no hardship)

I agree that it wasn't actively malicious, but it was certainly selfish. I don't think he had to bring a companion out - he could just have said "Actually, as big fans of mine, you should know that during my Fourth, Seventh, Eighth and Ninth incarnations I occasionally chose to travel alone. So ner." He certainly didn't have to mock Jackie's age and looks, but that was probably intended as a 'moment of levity' that Tennant never seems to have the charm to sell.

There was a sort of momentum and even logic to it, though - this year, we had Queen Victoria storming out of the traps, practically turning to camera and shouting "YO YO YO! TORCHWOOD IS COMING, BITCHES, AND IT'S MORE HARDCORE THAN YOUR MUM!", followed by... er, nothing. Well, nothing much, anyway.

Also, I can take the Bad Wolf meme cropping up in unusual places, since that was the entire point of it, but the Torchwood references have been foreshadowing over content if ever I've seen it. I can understand the government suits in 'The Christmas Invasion' and 'Rise of the Cybermen' referencing it, but Victor Kennedy? The commentary on the Olympics?! How secret are these people supposed to be? I mean, I used to think UNIT was indiscreet, but yeesh...

This post made me hope that Torchwood has Queen Victoria in suspended animation in a back room somewhere, and that Torchwood Yvonne is actually a projection of - well, you get the idea.
