In the way he tested the men, there's something similar to the story of Gideon and his 300 men, that can be found in the Bible...
God informed Gideon that the men he had gathered were too many - with so many men, there would be reason for the Israelites to claim the victory as their own instead of acknowledging that God had saved them. God first instructed Gideon to send home those men who were afraid. Gideon then allowed any man who wanted to leave, to leave; 22,000 men returned home and 10,000 remained. If I say, 'This one shall go with you, he shall go; but if I say, this one shall not go with you, he shall not go." So Gideon took the men down to the water. All the rest got down on their knees to drink. The Lord said to Gideon, "With the 300 men that lapped I will save you and give the Midianites into your hands. Yeah... looks like it :D As soon as I read the sporking, this came to my mind. It was the water and the number of the men that rang the bells in my head.
I figured it was something like that, but I've never even cracked open a Bible. There's a multitude of reasons for that, but that's a topic for another day.
The threat to Justin also sounded a lot like the threat that Belshazzer got when Babylon was overthrown. Can't remember it word for word, but it was definitely along the lines of "your kingdom shall be handed over to the Medes and the Persians".

Oh, I agree. It's okay to quote something, but like you said, the writer should let it be known it's a quote. I have a problem with G.T. because she brags about how endless and great her imagination is, and yet she "lends" things directly from other sources without ever mentioning it. Then again, she's a self published teenager with parents who think she's the second coming of... something :) So what can you expect?

Then again, using allusions in stories is not uncommon. However, if she quoted it exactly without siting the source, then it's a problem.
