Who: Rufus ShinRa and Scarlet When: Today, evening-ish Location: Scarlet's workspace in the ShinRa house in Gongaga Rating: PG at most Summary: Rufus and Scarlet discuss weapons, SOLDIERS, and all sorts of fun stuff.
Scarlet was in the middle of writing a series of calculations beside the latest design. It was close to being finished for now, but that could change depending on how initial testing of a prototype handled. She was certain that her theory would work, abet weakly at first, but she couldn't make the necessary adjustments without testing a prototype first.
A knock at the door drew her attention away from the blueprint beneath her, and over towards the door. Considering that the Turks avoided her like the plague, and other than them, there wasn't anyone else here but Rufus, Scarlet had a fair idea of who was at her door.
She'd been wondering when he'd come to bother her.
Placing her pencil on the page, Scarlet reached forward to poke the front of the miniature slasher on her desk as she softly murmured, "Hibernate," The reaction was instant as the buzzing little prototype powered down. It was harmless, for the most part, but she couldn't risk having another person in the room while it was activated.
Rufus opened the door, still wary, just in case but once he took a look around, he stepped inside. Blue eyes glanced over the papers on her desk and at the miniature slasher but Rufus just raised one eyebrow before looking back at her.
"I wanted to see what progress you had made on designing weapons," Rufus said bluntly, there was no reason to hide that he was here to discuss business. "Reeve will also be visiting Gongaga to discuss things."
The ex-Head of Weapons wasn't surprised to see she'd been correct when Rufus entered. Spinning her chair around so she could face the young President, she smoothly crossed one leg over her knee as she smiled at Rufus.
"And here I thought it was a social visit," Scarlet lightly teased before the teasing air around her disappeared at the mention of Reeve. He was one of the last people she ever wanted to see, Reeve and Palmer. The others in the past had at least been tolerable, to a degree. "And just what things would that useless man need to discuss?"
She had a fairly good idea, but she wanted verbal confirmation.
"I doubt you are surprised it isn't," Rufus commented in a flat tone before he took a drink of his coffee, noticing the disappointment at the mention of Reeve but he resisted the urge to smirk.
"He wants to go over the blueprints you've been working on and how they will be used by the WRO forces," Rufus explained casually.
While Scarlet knew that her designs would be used for the WRO, that didn't mean that she had to like it. There was no doubt within her mind that if she'd left the production up to that spineless fool they would only be good against runaway chocobos.
"He may look at them, but he's got no say in their development, Rufus." Scarlet lightly snapped before wordlessly gesturing for the President to take a seat, "They might be designed for him but I will allow no one other than myself to oversee their production."
"I would not argue that," Rufus sat down, crossing his legs and resting an elbow on one knee.
"You are working for me for exactly that reason, I want to make sure these weapons work as they are intended to," he explained calmly. "What do you have so far?"
Scarlet's lip upturned into the beginnings of a smirk at Rufus' words. Why he even let a little twerp like Reeve run the show was beyond her, but if she knew the Shinra bloodline, Rufus would hardly be the one to submit to another. It was one of the finer traits that had attracted her to his father, and currently to Rufus as well.
"I believe we're both aware that it's nearly impossible to actually take down a trained SOLDIER with merely a normal machine gun without using an excessive amount of bullets being pumped into their body. They're simply too fast and skilled to typically be hit by such weapons. I've been going over various designs after reading your reports and believe I've come up with a possible answer." Reaching over, Scarlet pulled her newest design more over towards the desk's edge as she pointed to the bullets sketched out on the blueprint. "If we can use specific materia within these designs, then the only thing the shooter would have to try and do was at least hit the target once - anywhere on their body would do the
Of course Rufus let Reeve run things from the front but it was Rufus who would be controlling things from backstage...for now at least.
"Mhm," Rufus nodded, leaning over a little to look at the paper, looking over the design with a sharp gaze. He had read reports about Zack Fair's death to be fully aware of that
"What type of materia do you have in mind to use with it?" he asked, glancing back up at her, raising an eyebrow.
"There's little point in using most materia considering the limited effect it would have, but if I could implement the use of materia that affected the target's mind and body functions, then our boys might be capable of dealing some damage." Scarlet explained before her sharp gaze regarded Rufus. "Do we have any Mystify, Seal, or Time materia in storage? Hell, I'd even go for Poison if you've got it."
"I believe we do. I'll also tell Reeve to let you have access to what materia the WRO has," Rufus nodded.
"Testing for these weapons will have to be arranged before they are used as well," Rufus added thoughtfully, adding a mental note to arrange that with Reeve as well.
"I'll need access to the higher level materia, if either you or the WRO has it." Scarlet lightly demanded. She'd only be wasting her time with the junk materia, and that was the last thing she wanted to do.
Nodding her head, she'd already been considering appropriate testing stages. "Do we still have access to any of the SOLDIER samples ShinRa kept on file, or are they all destroyed?"
"Of course, this would be a waste of time otherwise," Rufus nodded, sitting back a little from the blueprint.
"Anything in Midgar is either destroyed or in the possession of the WRO. As for locations of other samples, I only know of the Nibelheim that would still have anything left. Unless there are more locations that I am not aware of," Rufus said calmly, raising an eyebrow. Deepground had been a surprise to him and he was sure there was more that he didn't know about the secret projects his father had going on.
She was at least pleased that Rufus saw it from her point of view. That made this much easier and meant for less hassles in the future.
Nibelheim was probably a good bet. There were a number of hidden storage areas within the basement area that had never been recorded and only the original President and the executives knew about. Flashing Rufus a flirtatious smile at the calm question, Scarlet glanced at the other blonde with a mischievous glint in her eyes. "There might be one or two more places you're unaware of. Your father was quite the craft one, after all."
Rufus just gave her a flat look in response to that. But he was hardly surprised that there were still things he didn't know about.
"Crafty is not quite the word I would use to describe that old fool," the President scoffed, even after all these years, Rufus still held a bit of resentment towards his father.
"I will send a Turk to retrieve these samples then."
Scarlet chuckled at Rufus' wonderful contempt for his deceased father. If there was one thing that Scarlet found attractive it was the sheer ruthlessness and cunning that a few select men had. She found it difficult to respect a man that didn't know how to handle every situation, but they were few and far between.
"I will be rather eager to receive them," She murmured. The smile had never once left Scarlet's lips as she questioned. "I suppose you'll be wanting the location and codes for the storage areas, hmm?"
She was more than well aware of the dear Rufus' answer.
"If you want the samples, those will be necessary," Rufus commented, raising an eyebrow. He wasn't going to ask her for information for something she wanted after all.

"It's open," Scarlet called out.
