Basically, it's a telepathic transmitter. When used, it amplifies and broadcasts an individual's brainwaves, and in the case of a telepath, greatly expands the range of their abilities.

Wow, that sounds great! I've worked with something like that on a really, really small scale - more like a wave scanner with digital visualization capabilities. I dunno how much help I'll be, but I'll do whatever I can!
[warning: his big scanner was a colander with K'nex and wires and things sticking out all over it, hooked up to an old Apple monitor. it was not exactly high tech]

I'm hoping to use it in case we face another foe like Legato, so that I, or one of the castle's other talented telepaths can match him in strength. My plan was to build it in the Peace Patrol's headquarters, in the interest of both working with them, and making sure that such a device has adequate security keeping it from being used by the wrong sort.
[Considering the device Hank built, it's not that much different. If all else fails, that's why Charles asked Shiki to come up with elegant designs for such a device. She may seem like an odd sort of helper for this sort of project, but Charles never does anything without reason.]

That's not too bad an idea, but ... Legato's bein' held down there, too. You might wanna do all the planning and stuff in a place where he can't see ya. He can't read anyone's mind, the Doctor said, but he can still hear us and see us, so. Better be careful.

That won't be a problem. We can do all the designing independent of the actual construction, and if it comes to it, I obviously have ways of communicating that don't involve using my voice.

Charles might notice just how ridiculously easy it was to get in - Ray's a very trusting person, even on a psychic level. he's never had a psychic conversation before, though, so ... he's not really thinking there's a possibility of talking back. this is a man who's really only ever been possessed, as far as psychic phenomena go]

I apologize for my forwardness, Ray, but yes, I'm a telepath myself. Hence my interest in conductors of psychic energy and the like. Unfortunately, my particular field of study happens to be genetics, focusing on mutations and evolution, so my knowledge of engineering and paranormal studies are rather minimal. That's where the likes of you, and Ms. Burkle come in.

It's remarkably simple, actually. Due to the physiological differences in the structure of my brain due to my mutation, my brain is able to broadcast my thoughts, my...consciousness outward. As a result of this, I can communicate via my thoughts in the minds of others, an obviously read their thoughts, among other things. You could say that my physical brain has a looser "hold" on my consciousness than a normal human, allowing it to venture out.
