HHS proposes that institutions be allowed to define abortion as any way they want..... within reason...

reason being defined, in part,  as the logic that moved for this proposal b/c of the preference of 49% of the polled population.
which means the other 51% were just fine with the current definition...

why is 49% begin considered more heavily than 51%? isn't 51 bigger?

I mean abortion is like gay marriage and divorce. we've got about a 50/50 split in the population with regards to points of view/usage...

but now, this proposal suggests that the 49% who believe life begins at fertelization (sperm meets egg, they have a party), can call anything that gets rid of that little party "abortion". (not a measurable condition by the way)
as opposed to the other 51% who believe life begins once that little party is firmly established in the lining and not going anywhere....(actually a measurable condition).

but it does limit the definition of abortion to be "within reason".

how reasonable?  skreedle has a pretty broad spectrum list of what might be considered reasonable for being defined as abortion...
1. "Life begins at penetration" - you either said yes, or were asking for it, now deal
2. "Life begins at lust" -  see above
3. "Life begins at menstruation" -  you made it, therefore it was destined to happen. not letting it happen is WRONG!!
