You're right, there should be much more bike parking at the library. The Sheffield (or inverted U) racks are the best, but I would think that at such a popular destination there need to be 4 or 5 more 2-bike racks.

You should contact Dave Harper at Oasis Bike Works, http://www.oasisbikeworks.com/. He's located in Fairfax City and is trying to work with city government to help make the city more bike-friendly. Maybe he can help.

I've locked up along the library's railing and on North Street - never encountered any issues.

My point here is that the old library had more bike rack spaces, which indicated some notion that they anticipated a certain amount of bicycle traffic. Of course, you can lock up to anything solid. But if part of the reason for redeveloping central Fairfax is to encourage walking and cycling, part of that should be providing bike racks, rather than simply assuming that cyclists will lock up to the railings.
