Well, for better or worse, the PDFs are now being sold on RPGNet and DriveThruRPG. I was actually trying to get the release date bumped back a week, so we weren't going up against the monster that is the just-released D&D 4th Edition, but the interface wouldn't let me, and no one from their tech dept got back to me in time.
I mean, I could have just pulled the files back down after they were brought into the merchant system, but that would mean messing with the "Fresh Releases" page of theirs and sending confusion messages and whatnot, so I just rolled with it and accepted today as the release date.
At any rate, here's the official press releases:

Other Court Games Products Are Now Available At RPGNow
Other Court Games is happy to announce a PDF product distribution agreement with
RPGNow.
As the World of Factions continues to grow, RPGNow (and
DriveThruRPG) will carry PDF versions of each new release. And since some future planned releases will only exist in PDF format, especially shorter ones,
RPGNow will be one of the handful of places these releases will be available. Immediately available products are
Factions at War Revised, and the
Factions Player's Guide. Other Court Games welcomes this agreement with RPGNow, and looks forward to a fruitful business relationship.
